By Farhad Naibkhel-KABUL: The government initiated the “Citizen’s Charter” development program to expand basic facilities and improve life standards across the country.
The program will cost one billion dollars. $ 630 million has been allocated for the first phase of Citizen’s Charter, expected to be done in four years.
The program would provide the people with potable water, electricity, education, health clinics and irrigation system in all villages of the 34 provinces.
“Every Afghan is equal; no Afghan is better than other and the Citizen’s Charter program, which will cover all villages will prove the slogan,” President Ashraf Ghani said Sunday at the opening session of the program.
The president ensured that the program would cover all villages including insecure areas.
“The program will be implemented based on people’s needs,” he added.
Calling on provincial councils to be accountable in the drive, Ghani said the government will be accountable as well.
He urged local councils to monitor the projects transparently and share challenges with government.
“The government is committed practically started “Citizen’s Charter” program aimed to strengthen life facilities nationwide,” said Chief Executive Officer of National Unity Government Dr. Abdullah Abdullah.
He urged all related ministries to enhance coordination to successfully implement of this project.
Finance Minister Eklil Hakimi said that: “$130 million were allocated by the government, $400 by donors and $100 million by International Development Organization for the first phase of “Citizen’s Charter”, which would be implemented in coming four years.”
All the people would benefit from this project, Hakimi insisted.
He elaborated that the Citizen’s Charter was drafted at the light of experience from solidarity programs implemented in 35,000 villages.
Citizen’s charter is not one ministry project, it is a national program related to different ministries and governmental organs, he noted.
