By Farhad Naibkhel-KABUL: The National Procurement Office (NPO) on Sunday said that out of 47 under assessment private companies 26 have been blacklisted for fraud.
The Director of NPO, Yama Yari, said that the companies were involved in fraud during bidding process. The companies will have no right to participate in the bidding process again.
Speaking at a press conference here he said that those companies which had problems in documents, bank guarantees, complicated background or other issues, after assessment were blacklisted and they are not allowed to participate in bidding for 1-5 years.
The remaining 21 companies are under assessment process. The NPO is working to amend the law of procurement in order to impose more restrictions over the fraudulent companies, he added.
After amendments in the law, the companies committing fraud for the first time will be deprived of public contracts for 1-5 years, second time 5-10 years and if committed fraud for the third time, the company will be blacklisted for lifetime and the owner will be prosecuted, he said.
In the recent session of the procurement committee, eight new contracts were approved and three others were ordered to be revised. Since start of process procurement assessment 230 different projects of the governmental organizations were approved in last 19 meetings, which totally cost Afs46 billion.
After start of the assessment process great changes have been seen in the agreements and documents, he underlined.
