AT Monitoring Desk-KABUL:A majority of representatives in Wolesi Jirga have demanded disqualification of ministers who were not capable to spend 50 percent budgetary allocation in the ongoing fiscal year.
First Deputy Speak, Haji ZahirQadir has chaired Monday’ssession and said that the lawmakers have the responsibility to summon ministers and question them regarding low spending of the budget.
“It is a treason and injustice to the nation if allocated development budget is not spending, he said, adding that there were enough money for implementation of development projects. “However, inefficient authorities have failed to spend the budget.”
“After reports published by permanent commissions, we would make a decision about the ministers who failed to spend their development budget,” he said.
A lawmaker from Ghazni province, ArefRahmani expressed deep concern over under spending of development funds. But he asked that those ministers who spent 60 percent of budget should also be summoned for clarification.
He termed negligence and incompetency of ministersa core reason behind low budget spending. “Administrative corruption is also another reason behind it.”
“We beg foreigners, but when we receive money, they are not spent, it is our responsibility to send ineffective ministers home,” he said.
Another lawmaker from Kabul, Abdul QadirZazai expressed his regretful that they granted trust vote to those minister who are not sufficient to spend even 50 to 60 percent of budgets.
“We are waiting for the president to remove and disqualify such ministers.”
