Harsh criticism amid ‘unjust’ID distribution

AT-KABUL: Some parliament members criticize what they call “unjust and problematic” process of the national ID cards distribution in a number of provinces, accusing the population registration department of not considering balance.

They said Monday that in some districts, people do not have ID cards and the distribution process has yet to begin.

Esmatollah Shinwari, representative from Nangarhar province in the parliament said that no attention was paid to start national ID card distribution in the districts of Achin and Espinghar.

“Achin and Espinghar are the districts with more population compared to other districts, but their rights were not given. For example, Espinghar has 150,000 population, but even 50 people have not received national ID cards,” said Shinwari.

Fawzia Koofi, representative from Badakhshan province, claimed that local officials settle ID card distribution teams for the benefit of some candidates in some areas.

“We have received complaints that the district governors who have been appointed with support from some lawmakers, are settling the ID card distribution teams and offices in their respective areas to be in the benefit of some certain candidates that they support.”

But, Taimoor Sharan, deputy head of the independent directorate of local governance, rejected allegations over meddling of local officials in the distribution of national ID cards, saying they only provide facilities for the workers of the teams.

Sharan added that the process was normally going on in 16 provinces, but admitted problems in provinces like Wardak, Herat, Logar, Faryab, Laghman, Ghor, Kunduz, Nimroz and Nangarhar.

Separately, the nomads in Parwan province held a gathering there, protesting the “unjust” distribution of the national ID cards.

But, the population registration department rejects allegations, with its spokesman Rohullah Ahmadzai saying that the process was going on normally in all province without any problems.

He added that since the beginning of the national ID card distribution in February, five million people have received national ID cards.
