Recently and for the first time, the Taliban interim government opened the Kamal Khan Dam to Iran in the implementation of the Helmand Treaty with the increase of rains in Afghanistan.
According to the Helmand Treaty, which was signed in 1972 by the then authorities of Iran and Afghanistan, Iran’s share of Helmand River water is equal to 820 million cubic meters per year and about 26 cubic meters per second, which of course varies in different months and seasons.
The previous government of Afghanistan, which claimed to secure Iran’s claim by building the “Kamal Khan” dam on the Helmand River, practically prevented the implementation of this agreement, which caused a lot of damage to human, animal and plant life around the Helmand river in Iran, especially in Sistan province.
With the establishment of the Taliban interim government in Afghanistan, their government has emphasized adherence to the Helmand Treaty regarding Iran’s water share.
