Kabul: The Afghan governing body has announced that retiree pension and disability rights will not be considered as salary, and retired employees, who have the ability to work, will be hired on a contract basis and disabled will be officially employed in government organizations.
In the newsletter published by government administrative department on Wednesday, it is stated that the plan of the Ministry of Martyrs and Disabled Affairs regarding monthly cash assistance to the disabled, widows and orphans was approved in the cabinet meeting.
Without referring to the rights of retired employees it is stated in this newsletter “It was also decided that the pension and disability rights are not considered as wages, but all the emirate bodies can hire those workers who are able to do the work on contract based and the disabled people officially.”
The retired and the disabled have not received their annual allowance after the regime change in Afghanistan.
The exact number of retired employees are unknown, but according to the information of the Ministry of Finance of the previous government, 152 330 people had received pensions based on previous years national budget figures.
These people were from 119 departments in the structure of the previous government of Afghanistan.
Most retired employees were from the Ministries of Education, Defense, Interior Affairs, Trade, Public Health, Agriculture and Public Works, and the Directorate of National Security.
According to the statistics, the employees who were forced to retire in the fiscal years of 2018, 2019 and 2020 reach an average of 12.66 people per year. Based on this, the number of retired employees this year reaches more than 200 thousand people.
