Abdul Zuhoor Qayomi-KABUL: The Wolesi Jirga or Lower House of the Parliament on Wednesday rejected three presidential decrees with majority.
A decree increasing the tax rate from two percent to four percent in the Article 64 of the taxes law; another decree amending the two articles of the law of customs; and the third decree about amendments in the Passage Transit Duty Law were rejected by the lawmakers.
The legislators rejected the decrees because they were against Article 79 of the constitution, said Chief of the Financial and Budget Committee of the Wolesi Jirga, Muhammad Azem Muhseni.
He said that according to Article 79 of the constitution, the president has no authority to issue decrees during the parliamentary recesses in financial matters.
Secretary of the budget committee of the Wolesi Jirga, Sadeqizdah Nieli, said the government has not been able to collect even four billion Afghanis from the private companies.
Farhad Siddiqi, a member of the Telecommunication and Transit Committee of the Wolesi Jirga, said that the president has increased the passage transit duty taxes from one Afghani to two Afghanis in the Passage Transit Duty Law.
He said the lawmakers have already increased an Afghani in the transit duty law on the vehicles.
